Is the import tool mentioned here https://www.tmssoftware.com/site/blog.asp?post=644 available to customers?

Sorry, not yet. We still need to finish this for public use. For now, it is still a bit rough and for our internal use only.

There is a new development, with this we will be able to import many good JS libs out there.

Yes, you should be able to use the generated Pascal units also from TMS WEB Core.
