Bpl compiler error in delphi xe3

Hello
Delphi 10.4 Sydney and xe3 are installed on MY computer.
TMS was installed normally, and it runs normally in the 10.4 Sydney version.
However, in the xe3 version, error messages are being sent as shown in the picture file. When I checked, it was confirmed that it was installed normally, but I couldn't create any Bpl files in RAD STUDIO.
Please give me some advice. If it's not easy, I ask for remote support.

If it cannot find the .BPL files, that means something went wrong with compiling the packages during the install on our system.
Please send via direct email (NOT via this public support center), your installer log file that you can find under c:\users\USERNAME\AppData\Local\tmssoftware\TMS VCL UI Pack ...
so we can inspect what exactly went wrong.
