Trouble installing in XE5.

I'm having trouble installing the 5.4 release of TMS Intraweb to XE5 /IW 14


IW14TMSDXE5upd.DPROJ installed just fine.

IW14TMSDEDXE5upd.DPROJ won't comple.

[dcc32 Fatal Error] iw14tmsdedxe5.dpk(42): E2202 Required package 'IntraWeb' not found


Please advise how to fix.
