TMS Web Project / Options scroll with mouse wheel - list index out of bounds

In Delphi 11.3, Project / Options / TMS Web / Compile, when scrolling the parameters with mouse wheel it creates an empty line above all, and then raises a list index out of bounds.

I could not replicate it in 11.0 .

I tested this here but I could not reproduce this.
Do you see this on multiple machines? Do you have any other 3rd party tools installed that might possibly interfere?
