Not able to load package

I am using Delphi 12.

Tried to install the tms.fnc.uipack to try Srmat Setup. When I load Delphi 12, I get this message.

I did try your recommendation in this post, but it still did not work. can not load package after:2023-10-25 - BIZ / TMS Sparkle - TMS Support Center (tmssoftware.com)

I clearly must be doing something wrong.

Open Delphi, go to Tools->Options->IDE->Environment Variables and check the PATH variable in the "User System Overrides" box. You should have a $(PATH) entry here, but some third party installers remove it. For reference, this is my PATH override here in D12:

$(PUBLIC)\Documents\Embarcadero\InterBase\redist\InterBase2020\IDE_spoof;$(PATH)
