Delphi 12.3 64 bit IDE Problems on opening

Have you checked that there is a $(PATH) in the environment variables? This seems to be the most usual reason for this. The old installers didn't change the PATH, so it wasn't a problem for them.

Open Delphi, go to Tools->Options->IDE->Environment Variables and check the PATH variable in the "User System Overrides" box. You should have a $(PATH) entry here, but some third party installers remove it.
