I don't have Delphi installed on the window I'm trying to open the installation on.

We can’t connect to the server at www.tmssoftware.net.

If that address is correct, here are three other things you can try:

Try again later.
Check your network connection.
If you are connected but behind a firewall, check that Firefox has permission to access the Web.

I see no issue here. Perhaps you have some setting for blocking http?
The server is up & running, so please check possible interferences on your side.

I picked it up from someone else's computer.
I would like to ask you to solve it so that I can open as well as the TMS FNC UI components, so that they do not ask for the mandatory Delphi installation

I managed to install TMS WEB Core on lazarus and debian.
