c++ Win64x Modern AdvRichEditor Toolbars exception (TAdvRichEditorEditToolBar,AdvRichEditorFormatToolBar,..)

Hey

When using platform c++ Win64x Modern, loading toolbars for AdvRichEditor throws exceptions when loading resources.during runtime.

Linking with runtime packages is disabled.

c++ Win64 does not have this issue,
and enabling Linking with runtime packages also fixes the issue, but do not want to deploy packages with the executable.
