TAdvPanelGroup does not take Caption/StatusBar heights when child panels are rearranged

Hi !

ArrangeControlsHorz and ArrangeControlsVert don't take into consideration the TAdvPanelGroup Caption & StatusBar heights. Rearranged panels are drawn over the group caption/statusbar when visible.

I know VertPadding & HorzPadding could be used to avoid it, but the problem is that they shrink the child panels from both sides (top & bottom or left & right), what causes the opposite side of the group's caption or statusbar to be with a lot of unused blank space depending on their height and visibility.

ArrangeControlsHorz and ArrangeControlsVert should check the group's caption position, visibility and height and the group's statusbar visibility and height while rearranging controls.
