Is there a way to change the size that the marker icons are rendered at? (have them get bigger and smaller with the map zooming) Like with an html or javascript command somewhere maybe, or is that all controlled by the mapping service? I'm asking about open maps in particular.

This is currently not possible. The marker image is attached to a marker and controlled by the service. There are workarounds, but need more detailed investigation. We'll add this on our todolist.
