Not received. Maybe it contained files that were considered harmful and the email got blocked. For sending web related files, it is better to upload it somewhere and send us a download link via email.
Sadly the day has come when four pascal source code files are considered harmful by those "intelligent" email filters.

Well, that is the way it compiles for me with version 2.8 and previous. My components as you can see are nothing special.
Definitely means that something is missing in my installation. Considering objectively that everything else works ( including reinstallation of webcore 2.8 ) my opinion is that both smartSetup and classical installation are missing something, and that prevents me from compiling those simple component modifications.
Kindly ask to review the installation scripts and content.
I tested this on multiple machines and it works everywhere.
The only way I can force this error is by
- removing TMSWebCorePkgLib from the requires list of your package
AND - remove the path to TMS WEB Core "Component Library Source" folder from the IDE library path
so, I can only repeat what I already said multiple times, the DCC compiler should find units in its library path, i.e. web.pas is in the "Component Library Source" folder and when this folder is in your library path, DCC should find it.
It's settled then. Will keep using 2.8 and on next release will try again.
