Issue with TMS Smart Setup upgrade from version 2.3 to 3.0

After the automatic upgrade of TMS Smart Setup from version 2.3 to 3.0, the package list is empty and instead we see the following error:

[ERROR] Error running TTmsListRemoteRunner: Running failed: list-remote -json (ETmsRunner)

What can we do?
