Error installing delphi Athens vcl

Can't load package C:\Users\Public\Documents\Embarcadero\Studio\23.0\Bpl\TMSVCLUIPackPkgWizDXE15.bpl.

%1 is not a valid Win32 application.
All DXE15 vcl has the same message

With Delph11 DXE14 no problem

Any Idea Why this error
