Error creating form: Invalid binary value on line

I am trying to open a form created with Web Core VSC from Delphi IDE.
I am getting this error: Error creating form: Invalid binary value on line 325.

This is what is on that line, Its the last line of Picture.Data = { property of TWebWaitMessage
