Regarding voices. I presume that the list of voices are being automatically generated based on location as I only have british ones. There are 3 of them but they are duplicated. How can I add different voices as whenever I edit the list it reverts back to the same list.

The voices property is indeed updated with the installed language packs on your computer. this property only returns what voices are available. To add new voices you'll need to install the required language packs on your computer. Download language pack for speech
To set the voice, you'll need to set the Voice property instead. Or you can use the editor, which can be found by double clicking the component.
