When the navigation buttons are
displayed because it doesn't fit the page if the navigation button is
over one of the tabs on clicking it the tab gets actioned rather than
the next/previous button.

It should not be possible for the navigation buttons to lay over the items, except if the page control is really small. Is this the case? We'll investigate if we can give priority to clicking the tabs instead of the item.
Yes, it does appear over the items when resized. Page control is not that small!
