There is no PDF developers guide for the TInspectorBar. Several sample applications are included that show how this component can be used Did you check these?

If there are any remaining questions on the use of the component, please contact our support.

Unfortunately, many components are still not well documented. Personally, I don't know how to use at least 20% of components in TMS Component Pack since they lack documentation and/or examples, and I don't have time to investigate on my own. Too bad since I could probably use more of them if I knew how :)
