This has actually been in effect for a couple of years. A can't find any specific info on it but It can rise above 100 if the dwelling is a net exporter of energy. Zoopla have also introduced a change to their Real-time system where SAP and EPC ratings are no longer capped at 100.

Section 13 states:
The SAP rating scale has been set so that SAP 100 is achieved at zero-ECF. It can rise above 100 if the dwelling is a net exporter of energy.
Ok, these will require extensions to the component.
