When scrollings is caused by moving an item over the visible area of the planner (the planner scrolls then), the hscroll/vscroll also not firing. (not sure it;s the same as mousewheel bug),
We noticed the events were not triggered for other interactions, so the scroll operation will now trigger under all circumstances.
