At first sight, there seems to be something wrong with the RAD Studio environment. Please go through Troubleshooting Guide for Installing Components Using Smart Setup | TMS Smart Setup documentation

tms doctor said ā€œno issues were foundā€, itā€™s a fresh D13 install on a fresh Win10 VM - funny enough, I just opened Delphi, closed it, tried the installer again - and it worked. Thanks!
