when LeftToRight property of the form is set to false, the time "direction" changes.
so instead of for example 23:55 it shows 55:23

We have been able to reproduce this. LeftToRight = false is currently not yet supported for this component. We'll investigate if we can add support for this in a future update.
This issue has now been fixed in TIWAdvTimeEdit.
The update will be available with the next release of the TMS IW Component Pack.
