Cannot be reproduced.
Drop TAdvToolBarPager on form. Compile & run and TAdvToolbarPager shows in Office 2019 white style in default VCL app.
Probably leading to a misunderstanding. I don't write about styles. But the inscriptions. The first tab should have the inscription "Spoločenstvá". At the time of design it is OK. During the run only "Spoločen". I don't know if it is caused by actcent "č".

It is unclear to me. The most efficient way is to isolate this and send a test project with full source with which we can reproduce the issue here.
