new feture needed in memory plugin

1.seems in TMS no any one new enhancement do for  plugin why ?
2.for ex. i need in memory (not file base plugin) to load can do it ?

I'm not sure what you mean by 'in memory' loading? How would the plugin be loaded in memory if it is not in a file?

Where is the plugin if it is not in a file and how would it ever be loaded in memory?
