I have just installed the last version of WebCore from TMS dashboard, where I set all information regarding my subscription code.
With a surprise, during compile time I got an error message :
[Fatal Error] Invalid TMS WEB Core license [6]! You can purchase a license at TMS WEB Core Framework for creating modern web applications in Delphi. and get a trial key at TMS Software | Products
Why?
How to solve this?

From the License subfolder in TMS WEB Core folder, can you start the license manager and make sure to run it from the same Windows user account with which you run Delphi and make sure to enter your latest TMS WEB Core credentials (can be found on the My Products page after login on our website under Account/My Products)
I solved the problem with a new installation with the old subscription manager.

We'd like to know though how this was caused.
When you tried TMS Smart Setup, did you first fully install the previous version that was installed by the classic installer?
I used the old subscription manager to install my products until
I decided to use the new dashboard.
So I installed the smart setup app and the dashboard app.
I configured all with my credentials.
I used the dashboard to update webcore components.
The installation has gone well. (no error)
I update the Delphi IDE too (12.2)
I set web designer option to true and I tried to compile a simple form with some controls (webedit , webbutton ).
As a result, I got the error that tells me to buy the product.
To solve I uninstalled the product and installed again with the old subscription manager.
Before starting to use TMS Smart Setup, it is necessary to uninstall the product that was previously installed by the classic installer.
So, if you try again, please first fully uinstall TMS WEB Core that was installed by the classic installer and only after that, install with TMS Dashboard/TMS Smart Setup
