I see there is no code for this for Open Maps in FMX.TMSFNCMaps.OpenLayers.pas Is it possible? Is there a work around? I am trying to line up graphics around the outside of the map.

Please note that LatLonToXY is currently only available for Google Maps, Here Maps, MapBox and MapKit. (as mentioned in the version history)
This is due to technical limitations, beyond our control, of the OpenLayers API (which FMX.TMSFNCMaps.OpenLayers is based on).
