The reason: Kaspersky Total Security deletes the "infected" file "TMSWebServerManager.exe"
I think, there is no virus, but how can I prevent ths action?

It is a false positive.
TMS WEB Core contains several Delphi generated executables one of which has a HTTP server and over and over again anti-virus tools are notorious incorrectly classify Delphi EXE's as a virus (even though these EXE files are SHA256 digitally signed).
Whitelist these executables in your antivirus tool.
