Since using TMS setup to install the Web Core I get an error message loading the package when the IDE loads. The package it is trying to load exists and in the proper path.
You point to
TMSFNCWebSocketPkgDE290.bpl while the error refers to TMSWEBCorePkgDE290.bpl.
So, I can only assume that the compilation of package TMSWEBCorePkgDE290.dproj was not successful on your system. Could you send us the installer log files so we can inspect why exactly this compilation failed?
Just highlighted the wrong one but TMSWEBCorePkgDE291.bpl is there. Sent the info you requested.
