Maybe this should be setting, but I think this would be very good to have.

If there are different ways to check, lets say on your developmenty machine you do with all checs enabledm and on CI-server only checks that are commonly agreed upon different teams. MAybe some check causes headache on reason or other on COntinous integration and also agreed that it is not that important for us. So it is disabled.

Or if you run different sub set of check on some open source project, and other users of that code uses different set of checks, and there are // FI: -comments there to suppress checks that are agreed to be not that important, for reason or other.

I would go as far that why someone ever wants to get message of useless FixInsight Ignore, if the rule in question is not enabled. But everyones mileage sure will vary.
