how to disable ctrl + f1 component menu?

Do you refer to designtime or runtime?
What specific component does this relate to? Can you please provide exact details how we can reproduce a problem?

with the project running .... word has the same function .... if I hit ctrl + f1 add the menu buttons

ctrl-f1 toggles between a visible ribbon and not visible ribbon. This is by design and according to the specifications of the Office 2007/2010 ribbon behavior. According to the Microsoft ribbon UI licensing guidelines, this should be respected.
