ChartPkg Rio : unable to load bpl

Hi,

After installing last version of TMS Charts for FMX ( 2.1 )

When i load Delphi 10.3 ( Rio ) there is an error : unable to load TMSFMXChartPkgDXE12.bpl

and i see that folder C:\Users\Public\Documents\Embarcadero\Studio\20.0\Bpl is empty !
It's not a permission error, i'd verified i can write files in this folder.
what happens ?
