Installing TMS Web Core using user without admin rights

HI,
i have problems installing TMS Web Core on my Win10 Machine with Delphi 11.3.

installing steps:

  • run setup.exe of wrapper -> enter credentials of admin account - ok
    account for installation (different to current user)
  • next dialog -> select Delphi 11 - Next
  • Shell Execute: Error 5
