It appears that the TMS Instrumentation Pack for FireMonkey is included in the TMS Pack for FireMonkey and
there would be no reason to order both. Is this true or did I miss something?

Correct, the TMS Pack for FireMonkey contains the TMS Instrumentation for FireMonkey and the TMS Tableview for FireMonkey.
The order links at the bottom of the TMS Instrumentation Pack for FireMonkey are linking to the TMS Pack.
