ArcTan() incorrect delaration

Hi TMS,


The declaration for ArcTan() function in RTL\system.pas incorrectly uses two parameters instead of one. This bug was recently fixed in Pas2JS version 1.4.8: https://bugs.freepascal.org/view.php?id=35655

Please consider using a corrected version with the upcoming Web Core 1.3.
